With such low flow I've had great results spin casting on a drift from north of the boathouse about 1/2 mile for Hshad and Schoolie Stripers. No reason you shouldn't. Cast towards DC and slow the retrieve keeping your drift rate in mind. The fish seem to be congregating in deeper spots. Once you are even with the boathouse row back up and do it again. Remember there is less current along the DC shoreline so getting back upriver is not as difficult. --
