The national parks service drained it a while back to do lock repairs. The NPS website says it was drained from Fletchers Cove down to Georgetown, but I reckon they went upstream a bit further 'cos I was at fletchers yesterday and the canal seemed drained a good way further north.
I don't know what lock they stopped the drainage at.
