{Tidal Potomac Fly Rodders} Where to fish?

I'm an inexperienced fly fisherman finally realizing that wading for smallies in the Potomac is still weeks away at best. Look for suggestions as to where to fish under the current conditions.  From reading this forums and other DC-specific sites, I have come up with the following possibilities but have questions on each.  Would appreciate any help you real fishermen can offer.

Tidal Basin - assume it is clearing up and early morning is best time.  If I don't have the flies in the most recent post, can I make do with clouser minnows?  Can I use a sinking leader on floating line?  (I have full sink for the shad season, but I'm not very good at casting it)

Gravelly Point - understanding that I need to fish late evening/ night on a falling tide, is it worth trying?  Again, can I make do with sinking leader and clouser minnows, or do I need full sink.

Four Mile Run - Is it OK as long as there isn't a coastal flood advisory?  Any advice on line/leader/flies?  

Sorry to be such a newb, but once again appreciate any advice.
