It's an active charting iPhone app called iNavX, and is the sister to desktop programs called MacENC and GPSNavX - all only for Apple products, I think. That chart is an exact image of the printed NOAA chart, so yeah, it shows depths above Key Bridge and everywhere. Charts are free on all versions and there's also vector charting on the desktop products. It links to another app called AyeTides. 

There are simpler, much more intuitive - and cheaper - marine charting mobile apps, but I like having active functions on the printed chart images.
