You may want to call Susquehanna Fishing Tackle. They are well versed in the smallmouth game on the river.

I had a little luck in a pre meeting 30 minute session right across from Lancaster in Wrightsville.  I parked under the rt30 bridge and waded around a bit.  Not a ton of space, but was able to find a few fish.  Further south, there appears to be aboat launch with some open shore, but I have no idea how the wading is there.
