The Deschutes is a great river for both trout and steelhead, but in august the steelhead are mostly going to be way downriver around the mouth at the dalles. There is tons of access near Maupin where the flyshop is (there are two shops right in town, both are very good) but there will be very, very few steelhead in that area that time of year. If you really want to chase steelhead, I would hire a guide who fishes the lower stretches. There is however, very good trout fishing around Maupin for native redsides (rainbows) and like the other guy said, tons of access and plenty of camping available which makes for a cheap trip if you don't want to hire a guide. If you do want a guide, John Hazel would be a good place to start.
The whole 90 or so miles from the Columbia up to the dam are considered the Lower Deschutes. The Deschutes up around bend is supposed to have ok trout fishing, but the famous water is downstream of the dam.
