{Tidal Potomac Fly Rodders} Bass or Panfish in Ponds in the Winter

I am new to fly fishing.  I did a fishing trip with my father to Alaska last summer and got completely hooked.  I spent last summer and fall fly fishing for bass and bluegills on local ponds (I am a DC refugee, living in Williamsburg, VA).  I am wondering if anyone has any suggestions for winter bass or bluegill fishing on ponds in the winter. Is this possible?  Are the fish active enough to go after flies?  If so, any suggestions on where to look for fish and what to use?
