Two recommendations, depending on where you want to go. 

In Harpers Ferry WV for both the Shenandoah and Potomac (they'll pick for you based on how the rivers are performing), White Fly Outfitters. Bryan Kelly runs the shop.   He like to put you on big fish. If you're more concerned about catching, one of the other guides might be better. We floated out of Elkton with Wayne a couple of weeks ago.  

Both shops can bring spin tackle if you have a partner that doesn't fly fish or you want to take a break.
