I've fished it in November, so I don't know what bugs will be around in August. In November, we fished midges under bobbers and streamers. From what I recall, the section nearest the dam is super deep and wasn't wadable, but mile or so down it became much more shallow with some riffles, long runs, big bends. It's a big river but pretty popular and the road is right next to the river with many access points. I'd want to have a care if I were you, but it's doable walking down the river too.
