I would just cut it off. I had this happen on mine, I then tied a new loop using two or three nail knots to secure the loop. Has held so far on carp, shad, stripers, and snags.

A bit naive here as I am not all that deep into the sport of fly fishing. My 3 year old depth charge line has decided to crack at the welded loop. The loop still hold, but flops all around.
