"Angling" refers to the use of an "angle" (hook) with the intent to "take" fish.  Since you are not casting with a hook on the end of your line, the criterion of "angling" is not met because they're is no real way to "take" anything.  I asked this very question to the Delaware people because I was thinking about casting in the Cape Henlopen park area for practice when I was down there.  

If someone stops you from casting a fly rod on the lawn with a piece of yarn on the end of your line and asks for a fishing license, he/she is an idiot.  For good measure, I wouldn't put myself in the position of casting in the actual water without a proper license.  Of course buying the license and being done with it is an easy way to go.
