Dang.. Are they eating all these fish? I don't get it.. what's the point? Seems like way more fish than anyone needs.  Clearly I'm naïve to this

Rob Snowhite sees this a lot when guiding and it's usually the same thing.  One guy spots an enforcement agent, they start whistling, and everyone drops their gear and dumps their fish and they walk back up to their cars with no evidence.

yea maybe.  These look like they've already been filleted though.  Either way, contacted harbor patrol who basically said it was tough to police from a boat...

DC/NPS enforcement is so lax it's not even "spotty."
