A note about Maryland reservoirs... Triadelphia reservoir is currently drained and the fishing at Rocky Gorge is really tough right now as a result. Since Triadelphia is drained, the water at Rocky Gorge changes quite often and it is either flooded or extremely low based on rain and water release out of the dam at Rocky Gorge. I was out at Rocky Gorge on Saturday (water was high) and it was a nice place to kayak/canoe, but the fishing was not great. As Vo said, to fish or kayak/canoe either of those reservoirs you need a WSSC permit ($6/day or $70/season per person if I am not mistaken).

                     A few more suggestions for you : Pohick Bay Regional Park,  Mason Neck State Park in VA. On the Maryland side Mattawoman Creek there is a free access point on Mattawoman Creek where route 225 crosses the creek but watch out for poison ivy there's quite a bit around the launch site. Paddle down stream and the creek open up several hundred yards for the launch site. Some other spots too consider : Jug Bay on the Patuxent River.
