I happened to be at Cabelas on Friday and was browsing the reels. They had several for sale that would fit your bill. As others have said, for a 4wt trout/panfish rod you just need a reel that reliably works, and a super engineered drag is not critical. Personal preference matters more than design maybe. Personally i don't like plastic but mostly I'd look for one that seems well put together, has an easy-to-remove spool, balances well with the rod. I also prefer either a silent retrieve or a pleasant sounding click. Some of those things sound like a kid's noisemaker. :-)
For a bit more, and if you've time to stalk around on EBay, you can probably find a used Bauer M1 or variant for about $150 or less if you're lucky, and that is a great reel. I have several.
