Rivers are starting to get a bit warm in July, I'd shoot for June if you can, avoid the 4th of july tourist crowd. There are several options along the Kennebec river, 4 trout and landlocked salmon, all the way up to the promised land at the east outlet, where the river first issues out of Moosehead lake. For some of these it's not that fun from the bank, and wading is a bit tricky, so if you can line up a canoe, drift boat, or paddleboard you expand your options. The fly shop is in Solon,
Grand Lake stream is supposed to be amazing, and the Rangeley lakes area also, Kennebago for example, but I haven't fished there. If you have the time you could head up to the new Katahdin Woods and Waters National Monument, there are some nice streams up there and a couple of guide shops to answer questions. It's a drive.
I have a small log cabin on a small lake about an hour from Portland (Wayne, Maine) if you want a stopover for a few days, it'll be ready for AirBnB by June. There are some browns and brookies in there, and plenty of bass. Not as cheap as campgrounds though.
