I wouldn't mess with the outlet. While they do stock it, it is primarily a smallmouth fishery which are out of season. Like you said, the trout are put and take.
-- There isn't much of a resident fishery in most of those tribs. Juevenile rainbows before they drop down to the lake, but nothing worth targetting. I don't know what flows are like now, but there used to always be lake run rainbows in there this time of year. They are a bit smaller on average than the spring run fish, but still nice fish.

Naples Creek is on the list. I spoke with folks at the sutton spoon shop last week and they said some were reporting some small/medium browns moving up the creek still, but they don't have as much intel as usual due to the low water conditions in summer. My Dad's parents had a cottage on Waneta (at the base of keuka). I only used spin gear and bait casters back then, but saw and hooked into some massive muskie. Great muskey lake!
