I'm with the others on strip set/slip strike. Also make sure the body of the popper is clear of the hook point. I recommend strip setting as well. Put soap on you leader to remove grease therefore letting it sink quickly. Or buy a singling leader they are sold at urban angler like $20. My beat experience is using a liquid based soap like hand soap and rubbing it on the leader. Do they have a weed guard on them? I normally cut them off the top water stuff I buy, as they affect hook sets for me. I don't set the hook on top water until I feel a solid tug, but that's just my personal opinion. Hey man, Def need a sink tip with weighted flies or a sinking line, but It's all about positioning from the shore. Find a big eddy and a point where you can get out there- lower tides obviously help. I like to fish the pinch where the main current and the eddy merge cast upstream into the current and strip up through the seem - usually on a 45 and usually fast. Keep it controlled though, you'll have better luck with even strips...

I tried to fish from shore last year while my name was on the waitlist for a boat but didn't have much luck. It's tough to really get your line out there with a fly rod, you really need to get into the main currents to have a shot at fish.
