I'm with the others on strip set/slip strike. Also make sure the body of the popper is clear of the hook point. I recommend strip setting as well. Lifting the rod tip with a larger fly like that can inadvertently direct the hook upwards and allow it to pull right out of the fishes mouth if he opens it.

Put soap on you leader to remove grease therefore letting it sink quickly. Or buy a singling leader they are sold at urban angler like $20. My beat experience is using a liquid based soap like hand soap and rubbing it on the leader.

Do they have a weed guard on them? I normally cut them off the top water stuff I buy, as they affect hook sets for me. I don't set the hook on top water until I feel a solid tug, but that's just my personal opinion. Def need a sink tip with weighted flies or a sinking line, but It's all about positioning from the shore. Find a big eddy and a point where you can get out there- lower tides obviously help. I like to fish the pinch where the main current and the eddy merge cast upstream into the current and strip up through the seem - usually on a 45 and usually fast. Keep it controlled though, you'll have better luck with even strips...

It's tough to really get your line out there with a fly rod, you really need to get into the main currents to have a shot at fish.
