This is really cool. Only been in the area since last July and I have an 11 foot TFO Switch rod I use to use for fishing the pacific north west while stationed at Ft. Lewis, WA. I think the skagit would be the way to go. You would definitely need to manage your sink depth with the length of your tip. All my tips are T14 in various lengths. I have not fished it for shad personally so I can't speak to the bank fishing, but the Patuxent River may be running a bit more clear as it is a lot smaller than the Potomac and has some dams upstream to control flow. On the flip side it is sandy and muddy and can turn dirty easily - I am not sure how long it takes to clear up. Might not work out unfortunately.
