Disclaimer: Personal Opinion. Others likely to disagree. Dry River, Mossy Creek, Beaver Creek in VA. Gunpowder and Beaver Creek in MD. Ultimately, I think the best winter trout fishing close to DC though is south central PA (big spring, letort, falling springs, etc).
